The paper has comments made by reviewers and I think I have reworked this paper to many times to understand what it is they are now looking for. Some of the paper just needs to be reordered while a couple of paragraphs may need to be added to the overall paper. I left the reference page but no work needs to be done on it. It is more incase the editor is looking for references I used.
