Title: “Revisiting Hurricane Katrina: Assessing Progress and Identifying Ongoing Challenges in Emergency Management and Homeland Security”

On March 8, 2006, roughly six months after the disaster caused by Hurricane Katrina, Dr. John R. Harrald, Ph.D., gave a fair amount of insight into these questions in his testimony to the Senate Homeland Security Government Affairs Committee concerning Hurricane Katrina , which subsequently led to significant reform with EM and homeland security. The question is: Would Harrald makes the same speech and draws the same conclusions today? What, if anything, has changed since 2006? What has stayed the same?
