Analyzing the Feasibility of Implementing a Single-Payer Healthcare System in the United States: A Deep Analysis of the Canadian Health Insurance’s GAO Report “Lessons for the United States”

I need you to analyze research done by the Canadian Health Insurance’s GAO report titled “Lessons for the United States”. The link to this report is: http://archive.gao.gov/d20t9/144039.pdf
This essay is to analyze key research from my literature review- I chose the GAO report as it is the most detailed out of my sources. The full report is 90 pages long so of course I won’t make you read it, but I will give you what I wrote in my literature review regarding it, as well as key quotes from the report that I think are important.
The analysis essay needs to provide a “deep” and “focused” analysis of a specific aspect of the conversation you’re joining with my final research essay (it is regarding the feasibility of implementing a single-payer healthcare system in the U.S.)
Some information about the general field needs to be incorporated into the analysis. Avoid excessive summary–only provide enough information that the claims and interpretations are understandable. The goal with this assignment is to offer a unique interpretation/analysis of the data (I was thinking maybe analyzing the economic impact on healthcare-related jobs and industries, and propose strategies for transitioning workers or possibly exploring potential bipartisan compromises that could make single-payer more politically feasible).
Analyze specific claims from the source text and do your best to make sense of the research methods and any possible issues with the research (whether explicitly stated or not). Identify the evidence the author(s) are using to support their claims. Identify what is clever, intriguing, wrong, or insightful about what the author has presented. Make sure the essay progresses logically and that every paragraph addresses a particular claim and offers an analysis of that claim. 
Each body paragraph should go: Topic> Reference or citation > Interpretation > Commentary/So what does all of this mean?. Offer evidence and examples to support these claims.
I have included a file of what I wrote in my literature review regarding this source, as well as quotes I took from the report I feel are important/worth having in my final essay (the literature review and this essay will help make the final essay).
