One general comment for your paper is that it feels sometimes like you are just summarizing sources rather than synthesizing something of your own. For example, you have two pages on history that is all one source (with a lot of id. cites). Similarly, your last three pages on reimagining probation seems like it is a lot of id. cites to a FAQ site. This will be a better paper is (1) you can find some more scholarly sources and (2) integrate them in a way that requires some on your part.
