  • Title: Improving Interagency Collaboration for Emergency Network Management: A Review of Evidence-Based Theories and Recommendations for a Large-Scale Event Scenario

    An incident commander coordinates teams of individuals with varying specializations and serves as a central point of contact for the network management of agencies and emergency responders during disasters.
    The tragedies in the U.S. on September 11, 2001, were unprecedented and challenged emergency responders in New York City and at the Pentagon in Arlington, Virginia, as they worked to provide around-the-clock recovery assistance following the deadly attacks. Emergency responders from across the country and from around the world responded to assist, and a valuable lesson learned was that no single organization existed in the U.S. to provide policy, standards, and centralized ways for emergency service organizations to communicate. The Department of Homeland Security was established to provide a federal-level organization with policy, oversight, and training responsibilities for the Nation. With the establishment of the Department of Homeland Security, there has been significant growth in the emergency management field, including the efficacy of emergency network management.
    With this growth, comprehensive policies and processes are needed to allow organizations to effectively plan, administer, and respond to emergencies and events. These policies and processes must be evaluated regularly to determine if changes are needed to improve the management of emergency situations. Theories based on research can help emergency management practitioners better understand a problem, develop new ideas to approach it, and shape policy in various areas to address it.
    ScenarioYour city routinely handles a large event that requires support from state and federal organizations. An audit of the emergency network management of the event has disclosed gaps in the ways that the different organizations involved communicate with each other, which has affected the efficacy of their responses during incidents. Specifically, there is a perception that state and federal organizations have been more concerned about their authority and hierarchical standing than with collaborating to reach common goals with city and local professionals. Leaders in your organization have asked for your recommendation on how to improve interagency collaboration in this scenario using models of communication based on scholarly theories.
    PreparationSelect a large event in your area to use as an example scenario for this assessment, such as a sporting event, performance, festival, parade, fair, trade show, conference, race or marathon, holiday celebration, or another themed gathering that requires a network of communications for emergency purposes.

    The Core concept of the week is “GAME-CHANGERS IN THE PURSUIT OF PROSEPRITY I-Ageing and Prosperity”
    The emergence and spread of the COVID-19 virus prove to be the ultimate ‘game changer’ globally,
    as economies and borders closed and governments around the world scrambled to deal with the tri-
    fold health, economic and social crises that accompanied its spread. Through the failure of public
    health as a global public good, the virus poses a significant development challenge for all countries,
    accentuating the case for a global, rather than international development paradigm (Oldekop et al. 2020).
    Population ageing is an inevitable consequence of the declines in fertility and increases in longevity
    that characterize the demographic transition and is usually associated with social and economic
    development. This week we look at several dimensions of health as game changers in prosperity. We
    examine the factors that contribute to these game changers and the (economic) rationale for
    interventions based on market failures, with focus on public goods or large social externalities.

  • “Finding Forgiveness and Redemption in Catch the Moon”

    Catch the Moon by Judith Ortiz Cofer is a story about a teenage boy named Luis who is dealing with the loss of his father. The story revolves around Luis’s decision to retrieve his father’s toolbox from a family whose car he vandalized in a fit of anger. Through interactions with Nora, the daughter of the family, Luis is able to come to terms with his grief and find a sense of closure.
    The theme of the story is forgiveness and redemption. This is revealed through the interactions between Luis and Nora, as they both learn to forgive each other for past mistakes. One example of this is when Nora tells Luis that she understands his pain because her own father died when she was young. This moment of empathy allows Luis to open up and share his feelings, ultimately leading to a sense of understanding and healing for both characters.
    Another example is when Luis returns to the family’s house to repair the damage he caused to their car. This act of atonement shows his desire for redemption and his willingness to make amends for his past actions. In the end, Luis catches the moon for Nora as a symbol of their newfound connection and the possibility of moving forward from their shared experiences.
    Overall, Catch the Moon explores the power of forgiveness and how it can bring healing and closure in times of grief. Through the interactions between the characters, the theme of forgiveness is revealed as they learn to let go of anger and resentment, and instead, find understanding and compassion.

  • Title: “The Art of Disinformation: A Collage on Media Manipulation in Russia”

    My final project is an art collage on the topic of disinformation. This collage will be printed out piece by piece and assembled manually. Along with my project, I need to provide a five-page essay that describes it and incorporates six sources in total. I will include three sources from my class materials, and the responsibility to find the three additional sources will be on the readers themselves.
    Just a little bit about the collage: 
    Putin is depicted as the central figure controlling the media narrative, shaping both his portrayal and that of Russia. The journalist’s mouth is taped, symbolizing the lack of freedom of speech in Russia, where the term “war” is replaced by “special operation”. This I consider a form of disinformation to their own people. Despite common knowledge of the war, the use of “special operation” attempts to downplay the severity of the situation. 
    In the background, there’s a subtle image of an explosion, suggesting the reality of war. 
    Zelensky is also featured, adding another dimension to the narrative.
    The hands in handcuffs represent the suppression of freedom and the harsh reality faced by those who oppose the official narrative. 
    The Russian newspaper slogans such as “правда – truth”, “за родину – for the motherland”, “русская воля – The Russian will”, “победа – victory”, and “русская жизнь – Russian life” reflect the propagandistic messages often used to mobilize national sentiment.
