For a vision statement to be effective, it must motivate workforce, provide a clear sense of direction, and hint at the journey that the organization is about to embark on. Given the importance of this aspect of the strategic plan, how would you explain the apparent reluctance of agency leaders to develop compelling vision statements.
Also, please identify the key aspects of the vision that you now believe are of critical importance in CSFs 2 and 3, specifically in developing an insightful assessment, compelling strategic goals, and innovative strategies.
