to the following question.  There is no
correct answer here, so please be honest in your answer.  There is also no length requirement, although
it is necessary that you answer the question COMPLETELY.  Reasons need to be provided.  Support your conclusion.  You may use concepts from the text, but that
is not a requirement for your explanations. 
Grammar and spelling are not necessarily included in your grade here,
but keep in mind that if I cannot follow your reasoning, I cannot give you
credit.  This component is designed to
test your critical thinking and problem-solving skills.  There are always multiple angles to think
about in these “scenarios”, and often you will need to look beyond the obvious.

One July, the city council of a small
community decided to impose an experimental curfew on all residents under 18 to
reduce loitering in the town park.  After
4 months, the number of teens found in the park after dark had decreased 80 %,
and the council declared the curfew a success. Was their conclusion valid?  Why or why not?  If not, what other conclusions could be made?  Provide very specific reasons and details to
explain your answer.
