    about in these “scenarios”, and often you will need to look beyond the obvious.

    One July, the city council of a small
    community decided to impose an experimental curfew on all residents under 18 to
    reduce loitering in the town park.  After
    4 months, the number of teens found in the park after dark had decreased 80 %,
    and the council declared the curfew a success. Was their conclusion valid?  Why or why not?  If not, what other conclusions could be made?  Provide very specific reasons and details to
    explain your answer.
