Proposal of topic: descriptive, detailed outline that includes evidence of preliminary research at least 1 page in length. This is meant to be a form of communication to show me that you have researched this topic enough to have narrowed down specific points and sources to support these points. You should find at least 3 peer-reviewed sources that you could use in your papers. Peer-reviewed sources are sources of information that have been reviewed by peers of the author to determine its validity and its reliability. Books published by university presses or articles published in academic journals are considered peer-reviewed. The LCC library database has a search option for this. Remember that these sources do not need to be directly about your topic though they do need to support your overall perspective on your topic. 

Ethical Framework
In the wake of a global pandemic, healthcare systems worldwide face unprecedented challenges in allocating scarce resources, such as vaccines, ventilators, personal protective equipment (PPE), and intensive care unit (ICU) beds. An ethical framework is needed to guide decision-making and prioritize resource allocation based on principles of fairness, equity, and maximizing benefit for the greatest number of patients.
New City Hospital is experiencing a surge in COVID-19 cases, overwhelming its healthcare resources. The hospital’s ICU is at full capacity, and there is a shortage of ventilators and PPE. All employees and immunocompromised patients need to be vaccinated, but there is currently shortage of COVID19 vaccines. The hospital’s ethics committee is tasked with developing an ethical framework for resource allocation to guide healthcare providers in making difficult triage and supplies distribution decisions. You are one of the member of ethical committee who is tasked to developing the ethical framework. 
Instructions:
Select 3 Ethical Framework/Theories (Utilitarianism, Rights-based, Duty-based, Justice-based, Virtue-based)
Explain each framework
Give one example of how each of the ethical frameworks would work in deciding a health care related situation above (ex. distributing vaccines, implementing new medication, PPE strategies, triage COVID19 patients, etc.) 
What should the ethical committee should do in the process of ethical framework implementation to ensure the internal and external stakeholder can navigate resource constraints ethically.

Use concise language and avoid unnecessary words or phrases.
Provide a minimum of three references in APA format. Lists all sources cited in the paper on a separate references page. 
Provides accurate and properly formatted in-text citations for all sources referenced in the paper.
